Electoral System

To ask Her Majesty's Government what is their assessment of the functioning of the electoral system for elections to the Scottish Parliament, National Assembly for Wales and London Assembly and their suitability for use in the United Kingdom as a whole.[HL1069]

The Minister of State, Ministry of Justice (Lord McNally):
The systems referred to by the noble Lord are additional member systems which include a single member constituency elected by first-past-the-post. They are supplemented by additional members who do not have a constituency but are elected as top-ups to make the result more proportional. The Government have made no assessment of the suitability of these systems for use in elections for the UK as a whole.
